UT Health San Antonio intends to broaden its reach in clinical care by owning and operating a new inpatient hospital. In March 2021, UT Health San Antonio broke ground on the new $430 million UT Health San Antonio Multispecialty and Research Hospital (https://uthealthsahospital.org/). This eight-story, 144-bed hospital will offer specialty care in cancer, orthopedics, urology, and neurosurgery surgery. Early phase clinical trials, including immunologic and cellular based therapies for cancer, will be housed and supported by the most innovative research conducted across South Texas. The building will be located on 12.2 acres in the South Texas Medical Center on land donated by the San Antonio Medical Foundation and connected by a sky bridge to the Mays Cancer Center. The UT Health San Antonio Multispecialty and Research Hospital will be a first-in-class hospital serving patients in San Antonio and its 38-county region of South Texas through the expertise of 900 faculty specialists and subspecialists, add 100 medical residents and fellows, and bring approximately 1200 high-quality jobs to the city. The vision of the multispecialty hospital is to create an integrated health system providing clinical services in a seamless continuum using a team-based approach, offering tomorrow’s care today for the most complex patients. This includes translating discoveries into effective new therapies for diseases affecting our community and training the next generation of superb health care providers for our region. Construction is expected to be completed in the fall of 2024.
Job Summary:
The Associate Vice President (AVP) of Hospital Finance is responsible for the supervision and management of all matters related to financial policies, financial management, and financial analysis for hospital operations. The AVP reports directly to the Hospital CEO, with dotted line accountability to the University CFO, and serves as a member of the hospital executive team. The AVP is responsible for the development of the annual operating and capital budgets, as well as the ongoing monitoring of operational and financial performance and the development and implementation of actions plans, as necessary. This position will be responsible for preparing and filing the annual Medicare cost report with overall oversight for Government Sponsored programs (i.e., 340B, GME, etc.). The AVP will have direct oversight and responsibility for hospital revenue cycle operations and 3rd party payor relationships. The AVP is responsible for capturing all financial and utilization data and reporting it in the appropriate format to hospital management, the Hospital Operating Board, and University leadership.
Job Duties:
- Directs the development and implementation of the hospital’s budgets, provide status reports to the Chief Executive Officer and Board of Directors on budget variances, and recommend appropriate actions to be taken to correct unfavorable variances.
- Prepares capital budgets and approve the financial feasibility of capital expenditures.
- Develops and maintains sound accounting and financial reporting systems, which will include budget coordination, monitoring, internal control, and financial information and information flow from hospital functions and respective clinical departments.
- Works with department managers and patient care executives to implement financial plans and productivity benchmarks, and to monitor progress toward financial goals.
- Develops and tracks financial performance metrics for internal achievement and external benchmarking with peers, educates leadership and governing bodies in the relevance of established metrics and provides for usefulness of metrics in achieving or exceeding net profit.
- Ensures monthly financial productivity and other reports are completed and distributed on a timely basis.
- Presents financial reports to governing boards monthly.
- Keeps the hospital executive team and board aware of all key financial developments. Fulfills accountability for the hospital by submitting to all appropriate reports and functions as a cooperating member of a great team.
- In conjunction with the CEO, establishes a strategic financial plan for the hospital and is a contributing member to the institutions overall strategic planning process.
- Assumes direct supervisory responsibility of staff by monitoring performance and setting job expectations. Ensures continuing financial effectiveness through the selection, training, development, and motivation of a competent staff.
- Performs financial analysis of new business ventures, acquisitions, and consolidations.
- Oversees organizational compliance with 340B Drug program and ongoing opportunities related to program.
- Provides oversight and strategic direction for Revenue Cycle Management Program.
Education:
- Master’s degree in business administration, accounting, or finance required.
- CPA - Certified Public Accountant certification is strongly preferred.
Experience:
- At least eight (8) years of hospital financial management experience with progressively increasing responsibility.
- Three (3) years of experience in an Academic Medical Center or highly matrixed system preferred.
- Significant experience in CMS Cost Report filing and process.
- History of leading Revenue Cycle operation to include interacting with 3rd party payors.
- Knowledge of CMS 340B Drug Reimbursement program.
